Gazprom Neft expands its partnership with the Moscow Oblast

Gazprom Neft has concluded a Cooperation Agreement with the Government of the Moscow Oblast on delivering modern, high-technology bitumen materials for the region’s roads, as well as cooperating in import-substitution initiatives for motor oils and service fluids. Signatories to the document, signed at this year’s St Petersburg International Economic Forum, were Gazprom Neft CEO Alexander Dyukov and Governor of the Moscow Oblast, Andrei Vorobyev.

The agreement envisages Gazprom Neft supplying a wide range of modern road bitumens, polymer-bitumen binders and innovative bitumen derivatives to improve the highways and road network throughout the Moscow Oblast, as well as improving the service life of road surfaces. To which end, specialists at Gazpromneft Bitumen Materials, operator of the Gazprom Neft bitumens business, will be modelling the actual operating conditions of highways in the Moscow Oblast using the unique equipment available at the company’s own specialist research centre in Ryazan, in line with high traffic loads and subsequent impacts of traffic on road surfaces. Based on the outcomes of this research, optimum formulations for bituminous binders will be developed, adapted to the specific climatic features and intensive traffic loads in this region, including freight transport.

Gazprom Neft’s bitumen products are expected to be provisionally tried out on test sections of roads and highways, as well as public utilities, in the Moscow Oblast, for subsequent monitoring and analysis. Gazprom Neft is the first of Russia’s oil companies to introduce the practice of establishing test sections of roads throughout various regions in Russia — an approach which allows the collection of statistical information on the use of high-technology bitumen materials, empirically confirming their ability to extend the useful life of roads and highways.

In addition to this, Gazprom Neft’s developing partnership with the Moscow Oblast envisages closer cooperation in import-substitution initiatives for motor oils and other lubricants. Pursuant to the terms of the agreement, Gazpromneft Lubricants (Gazprom Neft’s specialist subsidiary) will increase its collaboration with city and municipal agencies within the Moscow Oblast in selecting high-quality domestically produced motor oils, which meet the requirements of major global automotive manufacturers, to replace more expensive imported alternatives.

The efficient and timely supply of high-quality products to the region’s consumers is guaranteed by the presence of Gazprom Neft’s high-tech production facilities — the Moscow Refinery, the Ryazan Bitumens Plant, the Vyazma production facility and the Moscow Lubricants Plant in Fryazino — in the immediate vicinity.

Gazpromneft Bitumen Materials is a subsidiary of Gazprom Neft, specialising in the production and sale of bitumen products. The company currently holds a leading position on the Russian bitumens market. The company now holds a leading position on the Russian bitumens market, with total sales of Gazpromneft-Bitumens’ products in 2017 reaching 2.3 million tonnes.

The company’s key production facilities are based in the Moscow, Vyazma, Omsk, Yaroslavl and Ryazan Oblasts, as well as in Serbia and Kazakhstan. The reconstruction of the facility in 2012 as part of the refinery’s large-scale modernisation saw the complex become one of the most high-tech plants in Europe, and one of the most important in terms of output, with the facility having a potential production capacity of 1.7 million tonnes per year.

Gazpromneft Lubricants is a subsidiary of Gazprom Neft, specialising in the production and sale of lubricant and service fluids. The company currently holds a leading position on the Russian high-technology oils market, with total sales of lubricants in 2017 reaching 0.56 million tonnes.
